AMMO WG Teleconference Minutes – 1 March 2017
On 1 March, 2017 the Additive Manufacturing Maintenance Operations (AMMO) working group conducted a teleconference. A summary of the teleconference follows:
“Opportunities for Additive Manufacturing in DoD & NASA Acquisition”, John Rice, DAU. Unfortunately, John had a last-minute schedule conflict and was unable to join the call. This presentation will be rescheduled.
AM Business Model Wargame II – Greg Kilchenstein (OSD) and Marilyn Gaska (LMCO), discussed the next Additive Manufacturing (AM) Business Model Wargame, also being called AM Wargame II. The event is scheduled for 16-17 May (Tue-Wed), at the Lockheed Martin Global Vision Center in Crystal City in Arlington, VA. Debbie Lilu sent the slide deck on email after the call.

Wargame Scenario: Greg described the sustainment support within the narrative as having 3 phases:
- Contractor will provide sustainment support for 3 years
- A transition period when support is transferred from ACME to DoD
- The out years where we have total organic sustainment support
Team Composition and Required Functional Disciplines: Greg stated the plan is to have four 7-8 member teams composed of both government and industry participants. The following functional disciplines are being sought for each team:
- Program management
- Legal
- Contracts Administration
- Engineering
- Logistics (Maintenance & Supply
- Enterprise IT
Potential Business Models: Greg described the four potential business models:
- Traditional government acquisition
#1A – Gov’t purchases unlimited data rights from Acme
#2A – Gov’t purchases government purpose data rights
- Government leases 1000 LWR drones from Acme
- Government completes all integration of reconnaissance capabilities
- Acme provides government purpose data rights to commercial IP
- Government organically sustains LWR drone thru life
- Government purchases 1000 LWR drones
- Government / Acme work together to integrate reconnaissance capabilities
- Acme provides commercial logistics support for drone thru life
- Government purchases 1000 LWR drones from Acme
- Government and Acme setup Netflix type of arrangement on “pay as you go” IP arrangement
- Government sustains drone organically thru life
America Makes Sustainment Advisory Group Update – Chair, Marilyn Gaska, LMCO:
- The AMSAG discussed the next AM Business Model Wargame and is seeking industry participants.
- The America Makes and ANSI Additive Manufacturing Standardization Roadmap has been released. The roadmap identifies all the known “needs” for standards.
- America Makes TRX @ UTEP Mar 14 – 16, University of Texas El Paso, El Paso, TXDLA is looking at standard processes & approaches and when AM applies to maintenance, and try to solve some of those problems. (Tony Delgado & Kyle Hedrick)
